A cluster set breaks one set into small groups of reps separated by short intra-set rests of 10 to 30 seconds. The brief pauses let the lifter keep bar speed and technique high, so more quality reps can be done at a heavy load than in a straight set.
Cluster set: what is it?
In a straight set of 5 reps at a heavy load, the last two reps are slow and technically worse than the first. A cluster set fixes that by inserting short rests inside the set: 5 reps become 1-1-1-1-1 with 15 seconds between each rep, or 2-2-2 with 20 seconds between pairs. The load stays the same, the total reps stay the same, but every rep is performed close to fresh. That makes cluster sets a strength and power tool first, and a hypertrophy tool only in specific cases.
How a cluster set is written
A cluster prescription has four parts: the load, the number of reps per mini-set, the intra-set rest, and the total reps. "4 x (2+2+2) at 85%, 20 seconds between pairs, 3 minutes between clusters" means four clusters, each of 6 total reps done as three pairs. The bar is racked during the intra-set rest, or simply held at the top on exercises where that is safe.
The intra-set rest is the key variable. Ten to 15 seconds is enough to partially restore the fast-energy system between single heavy reps; 20 to 30 seconds is used between pairs or triples, or with more explosive movements.
Why it preserves bar speed
Heavy reps rely on energy stored in the muscle that runs down within a few seconds of maximal effort and partially recovers within 10 to 20 seconds. In a straight set that store empties across the reps and bar speed drops rep by rep. The short pauses in a cluster let it partially refill, so the fifth rep moves nearly as fast as the first.
Fast, clean reps at a heavy load are exactly what maximal strength and power training is trying to accumulate. Cluster sets let a client do more of them per session at a given load, or do the same number at a higher load.

When to use it, and common mistakes
Cluster sets fit strength blocks, power blocks and peaking phases for intermediate and advanced lifters. They are less useful for beginners, who gain more from simple straight sets, and less useful for pure hypertrophy, where the fatigue of a straight set is part of the stimulus rather than something to avoid.
The most common error is treating the intra-set rest as optional and cutting it to 5 seconds, which turns the cluster back into a straight set. The second is loading too heavy on the assumption that the rests make anything possible: the load should be one the client can move cleanly for every single rep, not a max attempt in disguise. Clusters are also long; four clusters with 3 minutes between them take 15 minutes for one exercise, so plan the session around it.
